Update notes via Steam Community

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

I fixed an issue where creating a new game file would fail when adjusting melee and ranged weapons in the sandbox options. Thank you to AlcoholV for reporting it!
