Update notes via Steam Community

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

Update fixing some remaining issues is here. Fixed:
- mine (structure) no longer resets selected resource on Load
- Breeder recipe unlocks in the tech tree
- Titanium Rod unlocks in the tech tree
- Steel Screws unlocks in the tech tree
- Boundaries corrected for a control panel device
- Scientist and Cook previews visible in the Kitchen and Laboratory
- unlimited points 999 allow to access every technology in the tree
