Server rate settings:
- New server rate settings to adjust the density/number of certain resources in the world:

-- Resources.PvP.DepositOilSeepNumberMultiplier
Fixes:
- The local server didn't apply proper rates (such as item gathering, XP, LP, boss difficulty) suitable for solo gameplay since the previous patch. We've verified it carefully this time to ensure that the local server uses the adjusted rates to make the game approachable in single-player mode (e.g. any boss can be defeated with a single Tier 4+ mech).
