New Resource recovery drone + Fixes and Improvements

Added New resource recovery drone
Resources are now recovered while at a combat zone
The drone will need to be defended to get the resources (cost more to make more drones)
Lowered recoil for 20mm cannon
Raised resistance of all armour
Fixed small bug - when a launcher got destroyed the controller still tried to fire it and ran an error.
