Update notes via Steam Community

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

* Completely new UI using a different third-party look-and-feel library
* Fixes the UI visual glitches and hopefully the Steam Overlay issues
* Some layout fixes for smaller screens

Please upgrade to the latest version ASAP and send us feedback!
