Spectator Camera Fleet Controls + Tutorial Animations

New Feature

Added holo radar command and interface to spectator camera. You can now command your fleet in 3rd person with the same interface. This can be toggled on via the right-hand menu when in spectator mode.

Tutorial Improvements

Replaced the static instructor character with a new model along with short animation emotes as well as a new voice filter. This should bring up the quality of the tutorial and make it a bit more engaging.

Other Changes/Fixes:

Crew voice lines are now audible when in spectator mode.
Fixed Voice Command window now showing in Mission 10.
Fixed Boarding Parties not hitting friendly ships.
Fixed hand controller buzzing opposite hand in some situations.
