Fixed bug where contract renewals created two contracts
Fixed bug where written contract workers could get hired by other promotions
Improved the up/down button scrolling functionality a little, so active worker doesn't go out of the scroll region
Fixed bug where promotions wouldn't call up workers, and added a news item when they do call someone up
