Fixing some of the minor issues reported recently

- Added full localization for Mayor dialogues for all languages
- In tutorial mission, Loyalty bar is now being highlighted until the player boosts it
Bug Fix
- Fixed “Cocaine Dealer” ability description (it previously said “Opium” somehow)
- Plantation is now a production option in lieutenants special quests
- Fixed Almagro Torres city not available for conquest
- Fix viewing ability effects icons on Aerodromes
- Residence overflow notification is not displayed any more
- Fixed some localization issues
- Remove some excessive texts from quests
Save compatibility warning: It is possible that Camilla's “Cocaine Dealer” ability won't work correctly in the old saves
