Cartel Tycoon Early Access - v 0.9.0.1220 Hotfix-2

Terror and Loyalty bars aren't visible right away now: they appear once the corresponding mechanics are introduced in the tutorial
Lots of minor fixes in the tutorial to make it smoother (it should be a bit more obvious now that loyalty is global and not per region)
Some other bug fixes and improvements

Thanks a lot for all the suggestions: As a result, we now have lots of balance and QoL changes planned for next week, please stay tuned! Focusing on making the initial learning curve smoother
