Update notes via Steam Community

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

Added loadout point limit option to custom servers.
Added perk effect multiplier option to custom servers.
Added a test version of the PvE map.
You can use Shift+Ctrl+S to take out enemies.
