- Scrolling the main map News and Attack News doesn't zoom any longer the main map

- Added a UI for events prevention (for Sandbox and after the first time it's done with dialog in the Campaign)
- Increased by 10% the chance of detecting events before they do strike a province
- Soldiers health raised by 10 points
- Soldiers damage raised by 7 points
- Fixed a bug with ghosting scouting actions
- Fixed a Typo in Call The Charge! cooldown ability
- Slightly increased starting Rebellious activity in Rebelling province (+5% to min and max ranges)
Please note. We did test on old saves, and it stays consistent. Only on some very old ones we had a strange occurrence in which the first attempt at preventing an event didn't sparkle any dialog. Should it happen, the second time it fixes itself automatically, and from the 3rd time on, you can use the new UI directly. For new games the problem shouldn't exist at all.
