Update notes via Steam Community

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

27-12-2019
- Fixed Settings application GPU usage issues. (App now pauses when not in focus)

Normal development should resume next week!
I'm taking some time off over Christmas whilst I can. :)
