Stream Avatars update for 8 April 2019

-ADDED spawn zone blocks, spawning avatars will randomly pick a block to spawn at.  
-ADDED block x,y offset and transparency slider  
-ADDED application target FPS under General> (performance optimization)  
-ADDED custom pinned image setting  
-ADDED pinned struggle toggle setting   
-ADDED pinned duration setting  
-ADDED plane height option.

-CHANGED Reworked block tool options to add new block types easier.  
-CHANGED Block tool will now automatically open the options when clicked.  
-CHANGED Workshop panel will retain page and position after downloading an item.   
-CHANGED avatar delete button location   
-CHANGED background levels will now unload and will only load when being used. (ram optimization).  
-CHANGED on background level select, avatars will move to spawn locations.  
-CHANGED on duel / battleroyale exit, involved avatars will move to spawn locations.

-FIXED Twitch subscription alert, months in a row was deprecated.   
-FIXED UI rescaling when locked and connected. (bug)  
-FIXED temporary fix for unity's maximize window bug... when you maximize it will now flicker, adjust window position and size (hopefully to a more correct size)  
-FIXED maximize window button moving window position to the primary monitor. (bug)  
-FIXED pinned avatar + disconnecting would leave the pin. (bug)
