1. Entrance: Special-Legion
2. Each force can establish up to 6 legions, all the cities default as Legion 1;
3. The Legion System consists of three functions: New, Edit, and Policy;
4. New: By selecting the city, goverment location, governor and officials(non-essential) to establish a new Legion;
5. Edit: Edit the existing Legion(s). (the Legion 1 can not be edited), you can edit the Legion's cities, officials.Governor and goverment location are not editable;
6. Policy: Select an existing Legion and set Policy for it. The AI ​​will automatically manage cities according to the policy you arranged.
