Update notes via Steam Community

The changes include:

-Maximum map size increased to 43x43
-New road draw and delete tool
-New border creation tool
-New road mode for snow terrain
-Zoom in / Zoom out function added
-Scroll map bug fixed
-UI buttons and info texts added
-Rotate bridge system changed
-Performance improvements

Unfortunately, v2.1 save files are not going to work with this version.
