The event includes 32 top-ranked teams that did not qualify for the World Cup finals. Qualification spots are distributed according to their confederations, with UEFA allotted the most and OFC the fewest. Importantly, one of the participating teams will act as the host. The tournament has a simple two-phase structure, starting with group stages and advancing to knockout rounds.
