Update notes via Steam Community

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

New:
・Added auto-hide UI when player remains idle for a period.
・Press W or ↑ to cancel building/upgrade placements and refund resources. (Previously, pressing W or ↑ could unmark resources, but I did not provide any written notice, so many of you may not know this function)

Changes:
・Slightly adjusted Pause Menu UI layout for better clarity.

Bug Fixes:
・Fixed misaligned language button in Pause Menu UI.
