Update notes via Steam Community

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

Room owners can mute, kick out set other users to "view only" mode. This release has support for paint and eraser tools in multiplayer. We will gradually add support for other tools and features over time.
