Update notes via Steam Community

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

- official Japanese localization
- more flavor texts
- improved some Chinese localization
- partial customization sprite update
- real time grade bar in notebook (old files may only work after a new year)
- balancing: scholarship requirement
- avatar performance
- fixed missing avatar after hangout
