Update notes via Steam Community

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

-Fixed Chat auto scroll
-Added a new Blue Shard mult based on how many excess Green Crystals you have
-Slight optimization to how monster marks are processed
-Ranger Barbed Shot is now a 100% proc chance
-Increased Ranger Rune that increases damage based on range to target by 2x
-Fixed display issue with Clicker Game mults
-Fixed a bug with Buffs not being reapplied if cast before they expire
-Fixed a bad shader
-Changed some visuals
