FSR 3.1

- Added support for FSR 3.1, which can be activated in the graphics settings menu. FSR Frame Generation is available as well.

Balance

- Certain telegram types are now less likely to appear, based on the selected difficulty.
- Adjusted enemy AI.

Quality of life

- Changed mouse dragging from Left to Right click.
- Updated the tile menu so that the airplane sub-menus are easier to use.
- Tutorial is now playable from the main menu, instead of only being available when starting a new game.
- Added an icon that appears when combat occurs over a tile.

Other

- Fixed intelligence type telegrams sometimes displaying the allow/deny buttons.
- Performance improvements, mainly to how turns are handled.
- Updated engine version.
