You can use USB cameras or virtual cameras such as Camo, DroidCam, ManyCam, OBS-Camera, etc.
The video stream will be projected onto the side of a resizable box that you can place anywhere in the virtual world.
While playing a SteamVR game, the box will continue showing your video stream.
To use a fixed camera, first select and configure your camera, then uncheck the 'Attached to headset' checkbox and press the Set Config button.
