Update notes via Steam Community

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

Changes:
- disable not applicable buttons in exhibition for some displayed types of information

Fixes
- language no longer auto switches to german
- conscription and lightning perk don't crash the game anymore
