Added a notification to alert players when they receive a new tax notice.
Introduced navigating arrows to cycle through player properties when using a card that targets a player property.

Resolved an issue where attempting to upgrade a property resulted in an infinite upgrading state.
Fixed a bug where trying to buy a property using a bonus card was not functioning correctly.
Addressed an issue where using a card in district view mode prevented the player from clicking on properties.
Corrected a problem where players remained in district view mode when a mayor event occurred.
Fixed an issue where the mayor was unable to modify street names.
Resolved a bug where new laws affecting taxes, introduced by the mayor, caused taxes to go negative, resulting in players receiving money instead of paying taxes.
Fixed a bug where players couldn't cancel while a card was asking them to select a property, preventing them from clicking on properties.
