This update adds Web-Items to VTube Studio.
A Web-Item is essentially a full web browser, available as an item in VTube Studio. They can be moved, rotated and pinned like normal items but display a website that you can interact with.
Web Items are basically like "OBS Browser Sources", just directly in VTube Studio.
You can use them to display and pin pretty much anything you want directly in VTube Studio... donation goal trackers, chat boxes, videos, any other fancy stream widgets... the possibilities are endless!!

The following features, bugfixes and improvements were also implemented:

Support for the Live2D Cubism Editor API. This allows VTube Studio to directly send tracking data into the Live2D Cubism Editor. This makes it much easier for model riggers to test physics setups without repeatedly exporting the model.

Added tooltips to some of the main menu options and config options. Tooltip coverage will be expanded in the future to hopefully make the UI a little less confusing.

Fix for issue where VTS watermark would show up even when DLC was purchased.

API: New API for controlling post-processing effects.

Emote-Dropper: Support for renamed emotes.

Many smaller bugfixes.
