Update notes via Steam Community

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

Bug fixes:
- Fixed a Windows 10 specific log spam. (Oops)
- Fixed HMD icon becoming left controller icon after reconnecting the HMD.
- Fixed an issue where old Windows notifications would appear in VR on app startup.
