Bugfix and FPS Limiter

FPS Limiter added to settings menu, this will limit the target FPS of the game for those who find their hardware runs too hot but prefer to have more options than VSync.
Additional VSync "half" option. Please note that FPS Limiter and VSync are not compatible so only one should be set
Optimization to improve performance in the Hangar
Fix brews going missing when transferred between inventories, this was particularly likely if the player created multiple different brews with the same name, but this should now be safe to do
Fix Klare-Franci mission could not be restarted after failing
Fix broken recipes The Sea Hag and Dim Fiber Whisky
