Update notes via Steam Community

Added a patch notes board that will display all future updates made to the game
Removed the shields minigame, now you simply have to interact with the shield station to toggle it
Added country flag cosmetics
Added /sit, /wave and /dance emote commands
Added a win and lose bonus reward if your tank does more than zero damage to the enemies
