Revamped the Crew UI menu along with other optimizations

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

Improvements:
- Added option to change FPS in the settings menu
- Revamped the Crew UI Menu for better readability
- Fixed lag spike when the vehicles collided
- Added UI effects in the main menu
- Added a few vehicle effects
- Game Optimizations

Changes:
- Reduced lobby summary duration from 10 secs to 5 secs
- Made changes to Third Person Cam far
