Update notes via Steam Community

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

Fixes
- Fixed weapon being able to fire before being taken out
- Fixed items use not working for clients
- Fixed floating item drops & players
- Fixed muzzle flash visual glitch
