Update notes via Steam Community

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

• you can unlock scrolls in normal mode
• passives will be displayed on the buff icon list during battle
• you are able to check buffs and skill effects during enemy's turn
• update some Sanqing skills
• update some enemies
• fix bug: cannot check buff effect when hovering on skill in the map scene
