Update notes via Steam Community

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

-Game should now fully work in offline mode. I'm finding a bug here or there but so far its working.
-Fixed a bunch of small stuff with enemies and their interactions
