Update notes via Steam Community

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

- Fixed an issue where replays in Challenge ALL may not play correctly when using the Shielding type
- Fixed an issue where the V-Sync setting could unintentionally be turned off
- Added support for cloud saves (replay data will not be synchronized)
