Update notes via Steam Community

SteamDB has updated the BBCode parser, report issues in Discord if some notes look very wrong compared to Steam community.

- More correct transitions between FPS limit modes
- App window focus defined better
- PS4 controller indicator light updates immediately when controller is connected

(I hope someday I will write here that the game finally use the right processor for rendering)
