Update 2: Dear "game journalists" this reddit post is 12 months old which means that it's not about this year's Summer Sale. Just thought I'd let you know. And with you I mean you Andrei Dobra. And a honorable mention to the Latin Times for shamelessly ripping off SoftPedia's wrong information and reposting it as their own.
Update: Valve just pushed a a rather large changelist with a suspicious amount of "packs". We're thinking that this is the result of Valve scheduling things for a sale in their Store backend. This could be a list of (existing) packages that will go on sale.
It’s around this time of year that wallets around the world start to tremble in fear of the impending Steam Summer Sale. So when is the Summer Sale actually going to start this year? Lets look at the facts:

Large Steam sales have never overlapped smaller Steam sales (ie. Daily Deals, Week Long Deals)
- Currently there are several smaller sales going on up until the 11th

New games have never been released during a large Steam sale (this does not include DLC)
DARK is being released on the 8th- Update: Looks like DARK was released early.
- Summer Sales have always started on a Thursday
- Summer Sales have started late June to mid July
- Large Steam sales always start at 10 am PST

Summer sales are usually 11 days long
- The only time span that meets all of the above criteria is July 11th - 21st
Just by looking at the facts we’re left with one possible start date, July 11th, 2013 at 10 am PST.

Yes there are a lot of new packages, however most of them have been there for weeks or even months. Also July 4th is Independence Day in the United States and would be a terrible day to start the sale.
