It was apparently way back when, but it hasn't been for quite some time (possibly went unavailable pre-SteamDB, as evidenced by the 2009/2010-era logo).

I own LoL on Steam. Copy/pasting an old post of mine:
Back in 2010, League of Legends Digital Collector's Edition was available on the Steam Store. This is/was a premium bundle that included 20 champions, a few runes and an exclusive champion skin. Here's the wiki page: http://leagueoflegends.wikia.com/wiki/Bundles#Digital_Collector.27s_Pack
At the time, you could buy that pack either in-game for 24€ (LoL store) or on Steam for 20€. The only way to own League of Legends through Steam is to have purchased this bundle back then, but it was removed from the Store in early 2011 or something.

Just so you can see how rare it is, even though League of Legends is the most played game in the world with millions and millions of active players, there's only, on average, 5 people playing it through Steam at any given time, as seen on Steam Charts: http://steamcharts.com/app/20590
