Here's pretty simple and obvious suggestion: Adding DLC's owned by user to the general account value.
(Well, I myself have Game Maker Studio: Professional with Android expansion bought, but both Professional and Android are counted as DLC's so they're not taken into account even though both cost quite a lot.)

It sounds simple, but Steam does not expose DLCs to us so we have no way of knowing you own them or not.
