is it possible to see if game does use launcher or not?
If it isn't, would be very hard to implement?

I don't think so, no. Take a look at the Hitman: Absolution Store page (http://store.steampowered.com/app/203140/), it doesn't say anywhere that it uses a launcher, though I know there is one since I started playing it again recently.
You could only tell a game uses a launcher if its executable had "launcher" explicitly added in the name, and even not always (example: Red Faction: Guerrilla, which has "launcher" in the file name, but launches the game without any launcher). If you look at launch configuration of the Hitman: Absolution mentioned above you won't see a "launcher" in the file name there. It's up to developers/publishers how they will call the executable or describe the launch configurations whether the game uses or not a launcher.
Yes right, I wanted to ask if this is possible to see from steamdb page, without installing the game itself. I guess not.. Could be very helpfull!
