Call of Duty: Black Ops III is not currently available for pre-order in Brazil and some other countries. The store page is there, but neither the base game or the season pass have prices listed.
I'm interested in trading with another guy, I guess he's from the US or some other country where the game is purchaseable, but one thing worries me: the SubID for the Digital Deluxe pre-order edition states:
This package can NOT be purchased in specified countries
Russian Federation, Belarus, Ukraine, Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Republic of, Tajikistan, Turkmenistan, Uzbekistan, Germany, Austria, China, Japan, Korea, Republic of,

Does that really mean only that - that I can't "PURCHASE" the game here, or that I also can't activate a gift copy bought somewhere else? The trader assures me his is the ROW version, however, I'd rather be certain I will be able to activate the game in my Library before going through with such an expensive transaction.

The trader is right, the sub 66132 is actually the ROW package. But since Brazil is excluded from ROW and AllowCrossRegionTradingAndGifting is disabled it should not be possible to activate the gift.
In fact none of the countries flagged as RestrictedCountries should be able to activate a sub 66132 gift.
This is all afaik, maybe a steamdb expert can confirm this.
Well, turns out I did manage to activate the gift.
