If you navigate to "additional information"-tab via the "information"-button on the left and take a look at the user tags there are numbers associated with them. I assume the number indicates how many players tagged the game with that particular tag. How did they get this info? It is not on the steam store page even if you take a look at the html source code.
How can SteamDB determine the weight of a user tag?
These are just tag ids, if you click on the tag, you can see the same id in the url.
