This thread is dedicated to discussing SteamDB Unknown App 354080 (RaceRoom Dedicated Server WIP).
For those who didn't know, this Unknown App had a Steam banner of Bloodborne, the game. The same one on PS4 and not on PC. :(
This hints that Bloodborne had a planned PC release, I guess.
It's just what the tin says: a dedicated server tool for RaceRoom. The source of the "leak" you refer to was a cropped screenshot posted on 4chan eight months before every then-existing app name leaked thanks to an oversight in the design of the Steam Help site, and Valve doesn't reuse apps* -- it'd never gut whatever From/Sony uploaded and give the app to SimBin, though I can understand the misunderstanding there as SteamDB refers to apps going private again as having been "deleted", but what this means is simply that future modifications to the app are obfuscated, not that the app was deleted from Steam itself ("hidden" would be more accurate).
*There are a couple of quasi-exceptions, though: developers/publishers can choose to repurpose an app (e.g. Strategy First was going to release The Oil Blue but panicked when the developer caught wind of this and used the app for Mashed instead) and, less pertinently, Valve will transfer ownership of an app in cases of publishing rights changing hands (e.g. Interplay published the classic Fallout games originally, however they're now published by Bethesda).
